A few are orphans but most have families, yet spend much of their lives in children's homes, some in shockingly bad conditions. The Government of Ukraine has vowed to end this practice, with the most radical reforms the country has seen since it gained its independence from the Soviet Union 26 years ago. Nikki Fox, the BBC's disability news correspondent, has this exclusive report.
